The Trump administration is considering issuing a comprehensive travel restriction as part of a new ban for citizens of dozens of countries, according to the internal memorandum viewed by sources and Reuters familiar with the case.
A total of 41 countries in the memo are divided into three separate groups. The first group of 10 countries including Afghanistan, Iran, Syria, Cuba and North Korea will be determined for a complete visa suspension.
In the second group, five countries – Eritrea, Haiti, Laos, Myanmar and South Sudan – will face partial suspension that will affect other immigrant visas with tourist and student visas with some exceptions.
The third group, in a total of 26 countries, including Belarus, Pakistan and Turkmenistan. Memo said that a partial suspension of American visas would be considered if their governments “do not try to overcome deficiencies within 60 days,” Memo said.
On the condition of anonymity, an American official warned that the list could be changed and it was not yet approved by the administration, including US State Secretary Marco Rubio.

The move returned to the first period ban of President Donald Trump on passengers from seven majority-Muslim countries, a policy that went through several repeats before the US Supreme Court retained it.
Trump issued an executive order on 20 January, requiring an intensive security vet of any foreigners seeking entry into the US to find out national security threats.
The order directed several cabinet members to submit by March 21, from which there is a list of countries from which the journey should be partially or completely suspended as their “veating and screening information is so short”.
Trump’s instruction is part of an immigration crack he launched at the beginning of his second term.
He previewed his plan in a speech in October 2023, which threatens Gaza Strip, Libya, Somalia, Syria, Yemen and “our safety elsewhere.”
The state department did not immediately respond to Reuters’ remarks.
