Government of Chhattisgarh approves new rehabilitation policy for Maoists surrendered

Officials said the Chhattisgarh government approved a new rehabilitation policy for the Maoists surrendered on Wednesday (March 12, 2025), which assures financial assistance, education, employment and safety.

He said, “The decision in this regard was taken during a cabinet meeting chaired by Chief Minister Vishnu Dev Sai at his official residence this evening,” he said.

The cabinet also decided to receive complaints related to alleged corruption in the implementation of Bhaotmala Road project in the state investigated by the Economic Offenses Wing (EOW) of the state police.

Taking a concrete initiative to address the Maoist threat in the state, the Cabinet approved the Chhattisgarh Naxalism Eirdication Policy -2023 in place of the Chhattisgarh Naxal Surrender/Offenders Relief and Rehabilitation Policy -2025 (which was introduced during the previous Congress in the state).

Under the new policy, facilities like financial assistance, rehabilitation, education, employment and security will be provided to Maoists surrendered.

CM Sai insisted that the state government was completely committed to eradicating Maoism, and this policy was an important step in that direction.

The government’s goal is to ensure that people leaving behind violence can lead a stable and dignified life, he said.

The meeting also decided that special schemes would be launched to help the Maoists rebuilt in the society surrendered.

They will be provided training for self-employment and skill development, ensuring that they do not return to violence. Additionally, the victims of Maoist violence will get support and rehabilitation assistance, the official said.

The purpose of this policy is to bring a new ray of hope to solve the long -standing Maoist issue in Chhattisgarh. The government said that it will not only encourage the Maoists to join the mainstream, but will also promote peace and development in the state.

He said, “In view of the complaint about corruption in the implementation of the Bharatmala project in Chhattisgarh, the cabinet decided to investigate it by EOV.”

In another major decision, the cabinet decided to set up the State Water Informatics Center (SWIC) for better management of water resources in the state and preparation for scientific planning. “For this, it was agreed to enter a memorandum (MoU) with the Union Ministry of Jal Shakti,” he said.

Swic will collect, analyze and store various information related to water resources including rainfall, river and reservoir levels, groundwater quality, silt, crop coverage, aquifer mapping, land and soil data.

SWIC will provide authentic data for water resources management with the help of a digital platform developed by the National Water Information Science Center (NWIC). This policy will strengthen strategic decisions, modeling, development of analytical equipment and water management.

He said that the cabinet also gave the draft of Chhattisgarh State Industrial Security Force Bill -2025, Chhattisgarh Cooperative Society (Amendment) Bill -2025 and Chhattisgarh Private University (Establishment and Operations) (Amendment) Bill -2025.

The cabinet also decided to launch the Chief Minister’s Good Governance Fellowship Scheme to ensure the participation of youth in strengthening good governance and policy implementation in the state.
